Abstract

|
1. The growth-center strategy is sometimes presented as an alternative to migration from backword rural areas and small towns. 2. It is creating ’Leading’ industries in rural regions under conditions in which most sectors of the Non-furm economy are dominated by firms in the metropolis and overseas which have advantages of scale, access to innovation and control of markets. 3. The growth-center strategy dependon some degree of mobiliey of capital and lobour, The Concept of growth poles is sensitive to, but is unable to generalize the question of scale and its impact an development. 4. A marked policy shift arrived around the turn of 1980’s in the direction of reorienting the past premise. The occation was The Second National Physical Development Plan. (1982~1991) Which was made public frame work tor guiding regional balance which would be attained without sacrificing high rate of economic development. The second daring element of the second plan is to promote national balance in territorial development by designating secondary cities growth centers.
